Federal grant narrative, evidence development & proposal review

Manhattan Strategy Group (MSG) · U.S. Department of Education, Comprehensive Centers Program (FY 2026)

We contributed to four competitive applications under the U.S. Department of Education's Comprehensive Centers Program — a federal capacity-building initiative that funds one technical-assistance center per region to serve state and local education agencies. The program awards cooperative agreements to 15 regional centers, with roughly $36 million available annually, five-year project periods, and individual regional awards ranging from about $1 million to $5.3 million per year.

We served in two distinct capacities across the bid portfolio:

Primary narrative author · two regions

Wrote large portions of the state-by-state narrative covering eight state and jurisdictional education agencies across two regions — grounding each state's case in verified primary-source data (federal datasets and enrolled state legislation) and calibrating every claim to the underlying evidence.

Pink-team & red-team reviewer · two bids

Reviewed draft and near-final proposals for the National Comprehensive Center and a second regional application (Region 4, Appalachia). Pink-team review assessed early-stage compliance, strategy, and structure; red-team review simulated the federal panel, scoring the near-final proposal against the published selection criteria to surface gaps before submission.

Independent READ Act evaluation strategy

We advise RTI International on the design and positioning of a multi-year independent evaluation for a state READ Act early-literacy initiative — experimental and quasi-experimental methods, longitudinal impact modeling, power and precision, and translation of findings into policy-relevant reporting.

Provided methodological oversight and review of quasi-experimental and matched-comparison studies across federally funded Regional Educational Laboratories — reviewing covariate selection, fixed-effects modeling, and robustness checks to ensure What Works Clearinghouse alignment in applied research.

Designed and implemented multi-year longitudinal growth models to examine student academic trajectories across benchmark, interim, and summative systems — regression-based analyses controlling for demographics and prior achievement to identify risk patterns and intervention timing across 60 schools serving 32,000 students.
